When analyzing the development of my country's iron and steel industry at the meeting, Chi Jingdong pointed out that in the first 10 months of this year, the total profit of member companies of the Iron and Steel Association declined, and the sales profit margin fell by 3.1% year-on-year, which was closely related to the high cost of imported iron ore. The cost of purchasing raw materials will increase by more than 20%, which will affect the stable and sustainable development of the steel industry in the long run. It is estimated that the steel reserves will be 13 billion tons in 2025, of which construction steel accounts for about 55%, and the recovery period is more than 30 years, while the scrap steel recovery period of the automobile industry is relatively short. Chi Jingdong said that speeding up the utilization of scrap steel plays a decisive role in changing the process of the iron and steel industry, especially the short-flow process will have fundamental changes in the future. With the advent of the upsurge of scrapping of household appliances and automobiles, scrap steel will increase, and resources will no longer be in short supply.
Chi Jingdong believes that accelerating the recycling of scrap steel will change the way and layout of steel production. In the past, it was based on resources. Where there was iron ore, there would be steel mills. In the future, the development of electric furnace steel will revolve around the mode of using scrap steel as raw material and electricity as energy. On the one hand, the layout will change, and environmental capacity is an important consideration. In environmentally sensitive areas, there is a market for electric furnace steelmaking, and short processes will replace long processes; will rematch. The transformation of process, layout and production methods will greatly promote the low carbon and green function of scrap steel. He emphasized that ultra-low emission is an end-to-end treatment, not a fundamental solution. Accelerating the effective utilization of scrap steel is the only way for the low-carbon and green development of the steel industry.
The structure of scrap steel resources will change, and the output will increase significantly
According to the statistics and forecast of the Scrap Steel Association, the total output of scrap steel resources nationwide in 2019 will be 240 million tons, an increase of more than 20 million tons or 9% year-on-year. Among them, iron and steel enterprises produced 40 million tons of scrap steel, accounting for 16.7% of the total resources; social procurement of scrap steel 200 million tons, accounting for 83.3% of the total resources. Among the 240 million tons of total resources, steel production consumes 215 million tons of scrap steel, accounting for 89.6% of the total resources; the foundry industry consumes 18 million tons, accounting for 7.5% of the total resources; there are nearly 10 million tons of rebar heads And crushed material is used in blast furnace to turn into molten iron. From January to September this year, the country imported 180,000 tons of scrap steel, and the amount of scrap steel imported by key iron and steel enterprises according to the statistics of the Scrap Steel Association was zero.
Li Shubin, executive vice president of China Scrap Steel Application Association, pointed out that the supply structure of social scrap steel resources has fundamentally changed, and nearly 100 million tons of scrap steel resources occupied by the original "strip steel" enterprises have been transferred to the formal mainstream. steel industry. The supply structure and flow of scrap iron and steel market have been optimized, and scrap iron and steel resources have been rationally utilized.
According to industry experts, my country's scrap iron and steel output will exceed 300 million tons in 2030. In this regard, Li Li said that the rapid growth of scrap iron and steel resources will have an important impact on the process structure, steel plant layout, resource consumption, energy consumption and carbon emissions of the iron and steel industry. The Ministry of Industry and Information Technology attaches great importance to the comprehensive utilization of scrap iron and steel resources, and actively promotes the healthy and sustainable development of the scrap iron and steel processing industry. Since 2012, the Ministry of Industry and Information Technology has successively announced 6 batches of 252 scrap iron and steel processing enterprises with a total processing capacity of more than 70 million tons. With the addition of the 7th approved enterprise, it is expected that the total processing capacity of the regulated enterprise will exceed 100 million tons.
There are still three problems in the scrap steel industry that need to be paid attention to
Although the amount of scrap iron and steel resources has increased rapidly, there are still many problems in the utilization of resources. Li Shubin summarized it into three aspects:
One is the quality of scrap steel. At present, the quality inspection of scrap steel mainly relies on visual inspection by staff, there is no third-party certification, and there is a lack of intelligent mechanized equipment inspection, which is prone to quality objections and economic disputes. This requires iron and steel enterprises and scrap steel recycling and processing enterprises to strictly control the quality of scrap steel, strengthen the selection and classification of scrap steel in society, and screen and select high-alloy scrap steel, stainless steel scrap, and galvanized automobile sheet scrap, and sort and stack them. Scrap, eat scrap" to create conditions.
The second is the issue of environmental protection. With the implementation of the new national environmental protection tax law and the intensification of environmental protection supervision, the production and operation of enterprises are facing great difficulties and challenges. For example, the comprehensive utilization of metallurgical slag, especially the steel tailings of converter and electric furnace is imminent. Some companies have been exposed by TV stations, and some companies have started to pay a solid emission tax of 25 yuan/ton since April this year. At the same time, there will be about 6 million tons of crushing line tailings that need to be processed every year across the country. Although the processing is not small, it still needs to be handled in compliance.
The third is the issue of input tax invoices for waste commodity transactions. Beginning in June 2016, the State Administration of Taxation issued a document to routinely inspect the issue of off-site invoicing of waste and used commodities in some provinces and cities. Some provinces and local areas have adopted a number of measures, and the problem of difficulty in billing has been initially alleviated. However, there is still no good solution to the problem of incoming invoices, and the tax risk of enterprises still exists.
Promote the high-quality development of the scrap steel industry from many aspects
As for how to achieve the high-quality development of the scrap steel industry, Li Li pointed out that the Ministry of Industry and Information Technology will start from four aspects:
First, accelerate the optimization of industrial layout. Promote the integrated development of scrap steel recycling, dismantling, processing and distribution, promote in-depth cooperation between the upstream and downstream of the industrial chain, encourage enterprises to carry out mergers and reorganizations, improve industrial concentration, and accelerate the construction of a number of regional scrap steel processing and distribution centers. adapt.
The second is to vigorously cultivate backbone enterprises. Strengthen the supervision of announcement enterprises, and establish a dynamic adjustment mechanism with both in and out. Encourage iron and steel enterprises to take the lead in establishing large-scale scrap steel processing and distribution enterprises, drive the green development of the entire industry chain, and guide the rational flow of scrap steel resources.
The third is to improve the technical level of the industry. Speed up the formulation of national and industry standards for scrap iron and steel processing, classification, quality control, testing and inspection, and energy conservation of products and equipment. Improve the quality of scrap iron and steel charge, and implement standardized management of the whole process of scrap iron and steel procurement, processing and utilization. Encourage the development, promotion and application of advanced equipment and technology, encourage green and intelligent development, and promote collaborative innovation in the industrial chain.
Fourth, actively implement support policies. Guide and encourage social capital to increase support for the scrap iron and steel field. Strengthen communication and coordination with finance, taxation and other departments, promote the implementation of the VAT refund policy, further study industrial policies that are conducive to the large-scale and high-quality utilization of scrap iron and steel, and encourage iron and steel enterprises to improve process technology and process structure, Increase the ratio of electric furnace steelmaking.
Regarding the future development of the scrap steel industry, Wang Xinjiang called for rational policy formulation to promote the development of the low-carbon scrap steel industry.
